Before trying anything complicated, it's recommended to try the simplest solution first. It sounds silly, but it really does work a lot of the time.
When in doubt, go to Settings and try running in Debug mode. This will give you a new window that shows what is going on in the background and can help with troubleshooting.
Please close Artroom, restart as Admin and press the "Update Packages" button in Settings.
If you're using Windows 7, unfortunately the python version is incompatible.
If not, it's probably an install error. Please close Artroom, restart as Admin and press the "Update Packages" button in Settings.
You might have checked the "skip model downloading" in install. If so, please download a model. You can choose any and put it anywhere. Make sure to link the folder in Settings.

If this does not work, please try the Reinstall Artroom Backend button in Settings.
Reduce image size (512x512)
Reduce speed in Settings (low)
Use a smaller model (2gb)
When all else fails;
Uninstall Artroom using add/remove program
delete all files in program files/artroom
delete all files in users/username/artroom except models/upscalers
install Artroom, skip model download
